À l'origine, le Dôme devait servir de vitrine pour présenter ce que la Grande-Bretagne avait de mieux à offrir en ce début de millénaire. Construit à Greenwich dans l'est de Londres et inauguré le 31 décembre 1999, le Dôme accueillit pendant toute l'année 2000 une exposition sur les enjeux importants de notre époque tels que la mondialisation, la génétique et l'environnement. Mais il s'avéra être un véritable gouffre financier. Son énorme déficit d'exploitation était payé en grande partie par des fonds de la Loterie nationale, et à défaut d'attirer suffisamment de visiteurs, l'édifice s'attira les foudres du public et devint un sujet de grande controverse.
